Toledo union workers file flood of grievances
The water was rising on a West Toledo street after heavy rains, and a city of Toledo supervisor flipped a switch on a pump to keep the floodwaters out of homes.
Ed Moore, who was the city's commissioner of sewer and drainage in 2007, gave the go-ahead for his subordinate to turn on a portable pump at Crawford Avenue -- knowing it could mean a union grievance would be slapped on his desk.
He was right.
"We had pumps positioned on Crawford and when a manager went out there and saw the water was rising, he turned on the pump to keep people's basements from flooding, and we got a grievance," said Steve Herwat, the city's deputy mayor of operations. "We wound up paying out the grievance for lost overtime of four hours at time and a half."
The employee who turned the pump on was a union man, a member of Local 2058 of the American Federation of State, County, and Municipal Employees, which represents city administrative and professional employees.
